RE: global counter-elite(s)?

A very important point ( the counter-elite which can take over the
reigns of power when the incumbent elite is getting too corrupt,
ineffective
or out  of touch with reality)  is raised by Kohler.


Maybe an illustration from venezuelan recent politics is ilustrative
of the situation:
Current president Chavez who won presidential elections on dic 98 ran
a campaign  fighting against corruption, savage neoliberalism,
privatizations, and for social and political  revolution, did not
remove the  Minister of   Finance although she was for many years an
obident employee of the I.M.F. 
It seems to me  that the technocratic class is here to stay for
better or worse...
