global counter-elite(s)?

Where in the WS literature could I find something on global
counter-elite(s). The topic is interesting in connection with the topic of
global change. Whether you look into liberal constitutional theory or
Marxist thought, counter-elites are considered important for bringing about
change. In English constitutional thought: "her/his Majesty's loyal
opposition" (i.e., the counter-elite which can take over the reigns of
power when the incumbent elite is getting too corrupt, ineffective or out
of touch with reality). In Marx/Engels, the leadership of the Communist
Party as the counter-elite to take over from the capitalist elite and set
the world straight. The commonality between the two doctrines (liberal,
Marxist) is that a counter-elite is considered important for political
change. If it's true for the national level, it is probably true for the
global level. What would be some pertinent WS references relating to that?
