Haider's program is a mixture of neoliberal elements such as restricting
social provisions to (1) citizens and further to (2) employees on the one
hand and clear xenophobic demagoguery (forcing the highly qualified
east-central European labor force that is potentially available in/for
Austrian business more deeply into informality than it already is).
To be more precise, formulaically: economic liberalism coupled with
political
and human-rights antiliberalism. Not such a new mixture, BTW. As for what
lead to this, I would put equal responsibility on the Socialist Party that
basically buried itself under its clientelism and global liberalism that is
(1) really attractive economically while (2) really threatening in its
implications for the possibility of actually having to tolerate the presence
of people that are poorer.
