This formulation captures very well some of the developments that I am
observing while spending the summer semester in Germany. For example, last
year the German public (media) was slightly shocked by the categorical
refusal by Schroeder-Fischer to participate in the war against Iraq. This
summer the same public (media) were slightly shocked about the ease with
which Chirac and Schroeder put the Iraq disagreements with USA behind
themselves. This kind of zigzag is well captured by W.'s formulation of
Europe painfully constructing itself.
