Competition


The Global Development Network (GDN) is seeking researchers for a USD 1
million programme of commissioned and competitively-determined studies for
the second phase of its three-year Bridging Research and Policy
(BRP) Project.  In line with GDN's mandate, the majority of researchers
for the project will be drawn from developing and transition countries.

The specific aims of this project are to increase awareness among policy
makers of the value of research; establish an international coalition
interested in collaborating to improve linkages between research and
policy; enhance understanding of how to improve the impact of research;
and generate lessons, recommendations and practical tools and produce a
range of information materials for use in guidelines and training.

Research in the second phase will focus on identifying practical ways of
influencing the demand for, and uptake of, research by policy-makers; how
researchers can try to ensure their work has a greater and faster impact
on policy; how different types of network and policy research communities
influence policymaking; and the impact that international issues in
general and donors in particular have on bridging research and policy. See

Competitively tendered research in the second phase will include a
Research Competition for proposals focusing on the issues of research
policy links identified during the first phase. These research proposals
may include:

1. Country and Cross Country studies: to increase understanding of
linkages between research and policy in specific country contexts (or
comparison across a group of countries).  Each country study would have a
budgetary allocation of approximately USD 30,000 - 50,000.

2. Sector studies: to increase understanding of linkages between research
and policy in a specific sector across developing countries. Each sector
study would have a budgetary allocation of approximately USD 50,000 -
100,000.

3. Good Practice studies: comparative analyses of specific interventions
that can help bridge the gap between research and policy. Each good
practice study would have a budgetary allocation of approximately USD
20,000 - 40,000.

4. Episode studies: to analyse a specific episode of policy change to
identify the key issues affecting the linkages between research and
policymaking. Each episode study would have an approximate budget of USD
5,000 - 15,000.

5. Action Research: to accompany projects which are explicitly attempting
to influence policy changes to identify good practice and highlight
barriers to change. Each will have an approximate budget of USD 5,000 -
15,000.

Building on the process initiated in Phase One, the project will also
continue to seek proposals for summary case studies illustrating research
policy linkages and focusing on under-represented areas: from
policy-makers; from the media; from non-democratic contexts; from regional
and international levels; or on theoretical issues. Summary case studies
will be collected throughout the second phase of the project, but will be
assessed on a first-come, first served basis.  See
