_No_ accusation of the US waging bio-war on Cuba. But it turns out 
that in a number of severe dengue fever outbreaks in Cuba, the strain 
isolated was closest to that to be found in Kalimantan. Cuba had no 
relations with Suharto Indonesia. But USAMRU, the US Army Medical 
Research Unit, has an operation in Kalimantan.

If one assumes that there was nothing deliberate about this, the 
plausible link would be Guantanamo -- movement of personnel, the 
vector being present in Cuba.
