There has been a vivid discussions among Eastern Intellectuals on the problem of inter-civilizational dialogue. Some have argued that it is more of a schambolic character than symbolic or even real significance. Krgyzstan is one of the recent countries which have gained its independence from the Colonial Power. Here there is an excerpt of the Chancellor of Bishkek University's speech in regard to inter-civilizational dialogue and Khatami as the Philosopher of inter-civilizational dialogue:

Bishkek Humanities University on Monday
awarded President Mohammad Khatami with honorary doctorate.
Chancellor of the University, Mrs Ishengul Boljurova conferred a
doctorate on President Khatami in a ceremony attended by President
Askar Akayev and several other senior officials and lecturers and
students from Kyrgyzstan.
Mrs. Boljurova said that university awarded the honorary doctorate
to Iranian president in recognition of his services to promote
constructive dialogue among nations and his theoretical contribution
to philosophy and education of the young generation.
She said that President Khatami has been awarded as a philosopher
not as a head of state. She said that President Khatami is a
well-known philosopher of the 20th and 21st centuries who has put
forward theories about morality and constructive approach to the
global system as well as his advocacy of avoiding despotism in
international politics.
President Khatami delivered a speech about dialogue of
civilizations and called the human beings to foster dialogue with
himself before going ahead with dialogue with others.
He said that the Islamic civilization is an effective part of the
global civilization which should be taken into account, otherwise, a
positive trend in humanity's cultural domain will be ignored.
He regretted that the western and the eastern intellectuals
describe each other either advocates of western fundamentalism or
religious fundamentalism, on one hand, and the secular movements have
gained momentum in the West and the East, on the other. This brought
a cycle of degeneration.
President Khatami complained that the backward mentality which
advocates religion, but fails to understand social progress leads to
prejudice and violence, on one hand and the humanist intellectuals are
lobbying for not heeding the cultural and historical identity of the
nations, on the other.
He called on the international community to follow a new kind of
outlook toward nations and bring about an atmosphere to respect each
other's cultural identity to help the world nations lead an honorable
life by fostering constructive attitude to one another.
President Akayev appreciated President Khatami's concept of
humanity and the international developments and said that Iranian
president is advocating peace, tolerance and understanding in the
international community instead of the conflicts and hostility.
The Kyrgyz president said that President Khatami's doctrine to
promote dialogue of civilizations at the global level has emanated
from his constructive approach to humanity.
