The Casey piece is quite useful even if you do not agree with all his conclusions. I happen to think he is right when it comes to oil, but that does not mean I agree with him that the U.S. bombing of Serbia or Afghanistan is justified. Since 1991 the U.S. has used the air campaign against Iraq as a model for similar operations against Serbia and Afghanistan, what you might call a category of "rogue regimes that are small and weak enough to bludgeon into submission." Notice that the same modus operandi is not applied to regimes that may be as bad or worse by U.S. imperialist criteria but which are too big or important to use the method against (ie, Saudi Arabia and Pakistan for instance, both full of anti-U.S. extremists with major clout in the respective regimes).
