Why nobody quotes  the Foreign Affairs (September/october 2001) paper :
Caspian Energy at the Crosroads by Jan H. Kalicki ? Is it because
previously he was the Clinton's administration's Ombudsman for Energy and
Commercial Cooperation with the NIS and Counselor of the US Department of
Commerce ?  Everybody here is focused on Bush administration but Clinton
administration did "some work" tooŠ From an European point of view it is
America policy , for us Clinton or Bush what is the difference ? It was/is
always the same business !!!
