Some people apparently really want to believe that this property violence
was instigated by the police, but the website makes clear that an
anarchist network had plans for Seattle -- they weren't just reacting to
police repression.

This leaves open the questions of whether or not there were provocateurs
in the crowd, and whether the authorities thought that violence would
discredit the action.  I've addressed the latter point in an earlier post.
