Skocpol on Wallerstein in 1970.?

I am looking for help to find an article from 1970. where Thedda 
Skocpol gives a critique of Wallerstein's theory of state.

My name is Krzysztof Zielke.  I've got an M.A. from Berkeley in 
Political Science.  I will soon defend (at the Institute for 
Political Studies, Polish Academy of Sciences - PAN) a Ph.D. 
dissertation on "Geopolitics of Polish Transformation", where I apply 
the World System Perspective to explain global dimensions of the 
Polish transformation and NATO enlargement.  In my dissertation I 
stress the geopolitical aspect of Immanuell Wallerstein's paradigm 
(especially on the basis of his 1974 article "The Rise and Future 
Demise of the Capitalist World System").

One of my reviewers suggested that I should consult an article by 
Thedda Skocpol from the seveties in which she points out weaknesses 
in Wallerstein's understanding of a state.  Unfortunatelly, we do not 
know where to look for this article.  I would be grateful if someone 
who remembers the issue could tell me the location of this article 
(but other then the famous "Bringing the State Back In").
