The Israeli's are being quite correct when they say they have sent their military to Rafah to destroy the tunnels which supply their percieved enemies.  But they are also being deliberately ambiguous; they are just as interested in destroying the *tunnels* which supply potable water as well as waste removal to the city.  If you have ever been to the Gaza Strip the first thing you become aware of driving along the coastline are the blocks of multi-story apartment complexes that stretch for mile after mile...   They always talk about overcrowding in the Gaza Strip.  But anyone with half a brain knows that without the war there would be a tremendous investment in housing construction in the Gaza because the skilled labor force is there and hungry for work, the investment capital is available from Arab sources and the population growth assures increased property values.  And the Israelis can't stand that idea. Tel Aviv is a city under 70 years of rent control and it is for the most part decrepit as property owners refuse to invest in upkeep when they can't get a return on the investment.
