If the US should succeed in getting UN security council approval before 
invading Iraq, what will that do to the UN's credibility in the South?  The UN 
works pretty hard trying to keep the South happy--having Southern secretary 
generals, holding conferences in Durban or Rio...  But how will Brazil, South 
Africa, China, etc feel if the US is given a 'legal' mandate to pre-emptively 
strike?
