 2. the criteria that Comparative Survey of Freedom ( by Freedom House )

Not quite sure about the answer to question one, but I think the answer to 
question 2 is basically--how close is this country to the US in terms of 
following policies that support US strategic and economic goals? The closer a 
country is to these, the 'freer' it is considered.  Thus Malaysia  comes in 
for much criticism, Israel, last I saw,  does not.
