Sorry for not replying sooner.
I agree that the positive potential of the semiperiphery, based on its
class position, will be realized via states, state structures.
However you'll have to say more to persuade me that many of the existing
states are very likely to be the vehicles for radical transformation.
Boswell and Chase-Dunn propose that
1) democratic socialist revolutions in the semiperiphery,
combined with
2) the incipient emergence of a world state, formed by the capitalists,
and
3) the development of a strong social democratic EC at the center of that
new world state,
might provide the necessary elements for the establishment of a democratic
socialist world state.
Farfetched, of course, but we need to be realistic and demand the
impossible, because the alternative is Doom 1 (a nuclear WW3) and Doom 2
(ecological devastation).
