This is reply to Robert Gregory's last comment.

We agree with Robert in ideas about the internet. The internet has
exponential power through hyperlinking. We have heard that in Germany alone
there are over 800 websites devoted to political action.

We could use the internet for a global pole starting out with one simple
universal statement of truth. The respondees could vote yes or no. We would
then have their e-mail addresses for a data bank and then could pose the
next question. Then continue to repeat this process. As the administration
becomes burdensome, we could split it up between existing organizations.
