SENIOR ASSOCIATE, PARADIGMS PROGRAMME
**********************************************
Focus on the Global South is a non-profit policy analysis and
advocacy organisation based in Bangkok working on the impact of and
alternatives to globalisation. Focus has two major programmes: Global
and Regional Paradigms and Micro-Macro Linkages. (See below for
more details)
We are looking for a senior associate to fill a newly created position in
the Global and Regional Paradigms Programme.
The Paradigms Programme covers a wide range of issues and sub-
programmes under four thematic areas:
Trade & Financial Liberalisation,
The State, Market & Civil Society
Security & Conflict
Culture & Globalisation
This position will be primarily focussed on the first two areas.
We need someone who can combine the following skills and
experiences:
Strong background in political economy, preferably global political
economy
Versatility in covering a range of topics and countries
Excellent writing and speaking skills
Experience as an activist and campaigner and in working with and
building coalitions
It would be an advantage to have an area of specialisation which could
contribute to the deepening of our programme of research and analysis,
especially an economics and/or finance background if it is in the
framework of political economy.
The position is based in Bangkok however it is expected that there
would be a fair amount of travel. The initial appointment will be for two
years. The pay is fair and the work environment excellent.
Starting date as soon as possible.

What is Focus on the Global South?
Focus on the Global South was established in January 1995. It is based
in Thailand and dedicated to regional and global policy analysis, micro-
macro issues linking and advocacy work.
Aims
Focus on the Global South aims to:
* strengthen the capacity of organisations of poor and marginalised
people in the South and those working on their behalf to better analyse
and understand the impact of the globalisation process on their daily
life and struggles. Also, to help strengthen the capacity of such groups
to have a greater local, national, regional and global impact through a
more systematic and strategic use of innovative community practice.
* improve critical and provocative analysis of regional and global socio-
economic trends and articulate democratic, poverty-reducing, equitable
and sustainable alternatives that advance the interest of the poor and
marginalised peoples around the world, but especially in the Asia
Pacific region.
* systematically and strategically bring these approaches together.
That is, to consciously articulate, link and develop greater coherence
between local community based and national, regional and global
paradigms of change. This is the intended niche of Focus -- creating a
distinct and cogent link between development at the grassroots and
the macro level.
Regional Focus
The current globalisation process is making the traditional definition
of South and North less clear-cut. There is a rapidly growing North in
the South, and at the same time a rapidly growing South in the North.
Notwithstanding the continuing relevance of the traditional North and
South for many issues, North and South are increasingly being
redefined as concepts to distinguish between those who are
economically able to participate in and benefit from globalised markets
and those who are excluded and marginalised from them. While
accepting these changing definitions, and reflecting them in its name,
network and staff, Focus gives priority to its work in developing
countries with a particular emphasis on the Asia Pacific region.
Programs
The micro-macro issues linking program seeks to identify and consult
with civil society organisations and committed individuals working at
both the grassroots and policy levels, consciously attempting to
bridge the gap between the two. The program aims to help these
groups develop their understanding and analysis of global and
regional trends and issues which affect their work and through
documentation, analysis and assessment of their work, strengthen
their capacity to relate those experiences to the national, regional and
global context with the aim of influencing policies.
Focus on the Global South is currently working in Bangladesh, India,
Laos, the Philippines, Cambodia and Thailand.
Key issues for this program for 1997-99 will be structural adjustment
and the role of multilateral development banks; financial liberalisation
and the role of the International Monetary Fund (IMF); cost-benefit
analysis and the economic sustainability of large scale infrastructure
projects; and the international trade regime especially the potential
impact of the Agreement on Agriculture of the Uruguay Round of
GATT, the World Trade Organisation and the Asia Pacific Economic
Cooperation (APEC) on small farmers and natural resource
management.
Through this program, Focus staff also serve as advisers to local and
international NGOs, governments and inter-governmental multilateral
organisations on issues that are consistent with priorities of the micro-
macro issues linking program.
The regional and global paradigm program is a series of 2-4 year
research projects on pressing regional and global socio-economic
issues. The projects are a combination of data gathering, networking,
writing and advocacy. Current projects include the impact of trade and
investment liberalisation and integration, alternative security in the
Asia Pacific region, cultural responses to globalisation, democracy
and development, and the changing roles and accountabilities of civil
society organisations.
Focus on the Global South is an autonomous organisation. It is
affiliated to Thailand's Chulalongkorn University Social Research
Institute (CUSRI) and its sister organisation is the Institute for Food
and Development Policy, USA. Focus is a non-profit organisation
primarily supported by independent institutions and individual donors
in both the South and North. Able individuals and organisations are
encouraged to contribute.
