kohler on surplus value and unequal exchange

gert kohler has a new article, "Surplus Value and Transfer Value " that
is available on the World-Systems Archive. he says:
This study attempts to clarify the conceptual relationship between
"transfer value" (unequal exchange, superexploitation)  and "surplus
value".
