To put things in even greater perspective, every actual construction project
is subject to local, state and usually federal permitting processes. I have
been personally involved with a local 50mw combined-cycle, diesel power
plant construction project. It his been tied-up in court for six years now
because of land-use, environmental, and permitting issues. I don't think it
will ever be built.
Anyone who thinks they can wire the entire planet together in one big grid,
is nuts.
