Dear List Members:
I felt that this posting was significant enough to post as the US bombing
of the Chinese Embassy in Belgrade represents a very significant
escalation of the war on Yugoslavia. One either has to accept that it was
a "mistake" as US/NATO propagandists assert or that it was a deliberate
hit meant as a provocation. Regardless of intent, this bombing of Chinese
territory (yes, because it was the Chinese embassy and hence their
territory as per IL) has already been taken by much of the world (outside
of the US) as further and more direct indication of US world hegemonic
intentions motivated by a drunken arrogance for power and/or insanity.

STATEMENT BY THE FEDERAL GOVERNMENT
OF THE FEDERAL REPUBLIC OF YUGOSLAVIA
The Federal Government has issued the following statement at its session
held today.
The Embassy of the People s Republic of China in the FR of Yugoslavia was
bombed at 11.45 p.m. on 7 May 1999 by the NATO aggressors. In this
criminal attack three members of the Embassy s staff was killed while six
sustained serious injuries. The building of the diplomatic mission of the
People s Republic of China was visibly marked and separated from other
buildings in its vicinity, which indicates the clear intentions of the
aggressors.
The attack of the NATO aggressors on the Embassy of the PR of China in
Belgrade represents unprecedented barbarian crime claiming irreparable loss
of life among the members of the Embassy s staff - Chinese diplomats and
associates, as well as great material destructions in which the building of
the Chinese Embassy was demolished. This crime represents not only the
attack without precedent on a diplomatic mission of a peaceful country, but
also a criminal act which has most flagrantly violated the Charter of the
United Nations, Vienna Convention on Diplomatic Relations, Geneva
Conventions and the entire system of international legal order and customs
of civilization. This is an absurd attack of a war machinery on diplomacy
as an instrument for a peaceful resolution of all political problems. The
aim of this intentional crime is to intimidate and to eliminate in the most
brutal way diplomatic missions acting in the FR of Yugoslavia and
witnessing the crimes committed each day against a sovereign country and
its citizens. By their ruthless bombing and destruction of the Embassy of
the PR of China, by the attack on the residence of the Chinese Ambassador
and by killing and seriously wounding Chinese diplomats, the creators of a
new world order are settling accounts in the most brutal way with all
countries opposing their concept of use of excessive force, aggression and
the model of unipolar world. It should be obvious by now to all that
criminal NATO aggression has nothing to do with Kosovo and Metohija and
human rights, and that this is not a "collateral damage" but that its sole
goal is the American domination over Europe and the world.
The attack on the diplomatic mission of the PR of China in Belgrade
represents also the attack on the principled policy of the PR of China
committed to the protection of the Charter of the Untied Nations and
international law, which is decisive in its opposition to the NATO
aggression on the FR of Yugoslavia and its efforts that it be immediately
and unconditionally stopped. The FR of Yugoslavia highly appreciates this
principled policy of the PR of China convinced that its peaceful efforts
to bring an end to the aggression on our country will bear fruit.
The FR of Yugoslavia expects that the Untied Nations Security Council, as
well as the entire international public will most strongly condemn this
cruel act and demand that those who gave orders for this act be punished
adequately. The FR of Yugoslavia expects the Untied Nations Security
Council to demand immediate ending of the aggression as the only way to
eliminate these crimes.

Distinguished Mr. Tang,
In the wake of the criminal bombing of the Embassy of the People's
Republic of China in Belgrade by NATO aggressors and the loss of life of
official Chinese representatives and citizens, please accept the
expressions of my sincere condolences.
This unprecedented crime is not only an attack on the Embassy of an
influential, peace-loving country linked to the Federal Republic of
Yugoslavia by a rich tradition of cooperation, friendship and mutual
respect, but is at the same time a barbaric attack on diplomacy as a
civilizational achievement on whose role the future of international peace
and security depends. The attack on the symbols of sovereignty and
territorial integrity, on the citizens of the People's Republic of China,
whose ideals are peace and understanding - represents a dramatic warning
and a call to entire civilized world to resolutely demand the end of
irrational use of brute force and restoration of the trust in the law and
principles, as the only foundation of peace and security.
I would like to assure you that we shall lastingly cherish the memory of
the killed Chinese diplomats and citizens, who following the principled
policy of the leadership of the People's Republic of China, made a great
contribution to the strengthening of friendship, cooperation and trust
between our countries and peoples.

STATEMENT OF THE FEDERAL MINISTRY OF FOREIGN
AFFAIRS OF THE FEDERAL REPUBLIC OF YUGOSLAVIA
In the night between 7 and 8 May 1999, NATO aggressors for the second time
over the course of several days bombed the very centre of Belgrade and a
complex of several Federal and Republican Ministries, including the
building of the Federal Ministry of Foreign Affairs, which was seriously
damaged and rendered unoperational. New human lives were lost and great
historical and architectural values have been destroyed. Repeated barbaric
NATO attacks did not spare a great number of residential buildings and
homes in the very centre of town, leaving hundreds of families without roof
over their heads. NATO aggression has dealt an unprecedented blow to
diplomacy as an instrument of peace and cooperation, condemnation of
militarism and profession of resolving international problems among the
States and nations of the world. The destruction of the building of the
Federal Ministry of Foreign Affairs and seats of diplomatic missions in
Belgrade, as well as damage to the Greek Consulate in Nis, represents a
gross violation of the Geneva Conventions and the Vienna Convention on
Diplomatic Relations, unrecorded in recent history.
The bombing of the headquarters of the Yugoslav diplomacy, as well as the
entire aggression on the FR of Yugoslavia, testify to political
irrationality, arrogance and bullying beahviour of NATO leaders. In the
wake of appalling images of violence and destruction, the Federal Ministry
of Foreign Affairs appeals on diplomacies of all States to demonstrate
solidarity with the Yugoslav diplomacy and, in the interest of preserving
its dignity and inviolability as an instrument of peace, to condemn the
aggression against the FR of Yugoslavia, prevent aggressors from committing
further crimes against sovereign Yugoslavia, its peoples and their material
assets and spiritual values, and demand immediate peaceful resolution of
the problems in Kosovo and Metohija, to which the FR of Yugoslavia has been
consistently committed.
