Dear Editor,

On April 6, the New York Times published an article by Foreign Editor
Thomas Friedman in which the author states:

"People tend to change their minds and adjust their goals as they see the
price they are paying mount. Twelve days of surgical bombing was never
going to turn Serbia around. Let's see what 12 weeks of less than surgical
bombing does. Give war a chance."

The above statement clearly urges terror attacks on civilians. Such attacks
are strictly prohibited by the Hague and Geneva Conventions and constitute
war crimes.

I wish to put you on notice herewith that from April 6, 1999 onwards, you
will be held responsible as a possible defendant in any future war crimes
trial regarding the targeting of civilians in Serbia, for having encouraged
the commission of such war crimes.

In order to mitigate your responsibility in this matter, I urge you to
dismiss Mr. Friedman from the NYT and inform your readers about your
decision.
