A question:
The ability of French unions to mobilize public opposition to Chirac's
austerity programs has to a certain degree slowed down the French
governments plan's to cutback the French social safety net.
Does the French case provide an example of how public mobilization can
provide a hindrance to the curtailment of social services in a core region?

Are similar tactics in the US, or Germany to be expected in the future?
