One can imagine that in attempting to create in Iraq a national police force as well as a national army,   US military command and the US civil [colonial] administrative head are hoping to locate individual Iraqi citizens they can trust to be pro-American, anti-democratic, authoritarian rulers in the vein of Mobutu, Marcos, Duvalier, Pinochet, Somoza, et al.   The US would like to find a strong authoritarian ruler who could be trusted to carry out the regional will of the US governing class,  the career politician and the wealthy industrialist.  And one can well imagine that the explanation for the lack of the promised democratic transition in Iraq would be put forth in terms that the Iraqi people were not ready for democracy,  that Iraqi culture could not support democracy after having become used to living under tyrany...  It's the same *fatherly* excuse other imperialist powers have used all around the globe in past decades.
