PROJECT HISTORY

Phase One (Jan 2000-Sept 2001)

The NewRuleSets.Project began in the spring of 2000 as a multi-year, five
workshop effort designed to explore how the spread of globalization
alters the basic "rules of the road" in the international security
environment, with special reference to how these changes redefine the U.S.
Military's historic role as "security enabler" of America's commercial
network ties with the world.

The project was hosted by the Wall Street broker-dealer firm Cantor
Fitzgerald, which participated in the design of the three workshops held
atop World Trade Center 1 at the Windows on the World conference facility
(May 2000, October 2000, June 2001). That particular workshop series
ended with the tragedy of 9/11, as did Cantor's participation in the
research.

Phase Two (Oct 2001-present)

Soon after 9/11, Dr. Barnett, the project director, was given a temporary
assignment as the Assistant for Strategic Futures, Office of Force
Transformation (Arthur K. Cebrowski, Director), Office of the Secretary of
Defense. The research generated by Dr. Barnett in this current posting is
directly tied to the research he previously conducted in the
NewRuleSets.Project, and thus is presented here as Phase Two products of
the project.

To date, two workshops have been held in Phase Two: a March 2002 workshop
on "System Perturbations & Change in the Strategic Environment"
(Washington DC), and a similarly titled November 2002 workshop held in San
Francisco, CA and hosted by the Naval War College Foundation.

Phase Two will also involve Dr. Barnett teaching a Naval War College
elective, "A Future Worth Creating: Defense Transformation and the New
Strategic Environment" in the spring of 2003.



The NewRuleSets.Project involves personnel from the Warfare Analysis and
Research Department (Dr. Lawrence Modisett, Chairman) of the Center for
Naval Warfare Studies

Since the end of the cold war, the United States has been trying to come
up with an operating theory of the worldand a military strategy to
accompany it. Now theres a leading contender. It involves identifying
the problem parts of the world and aggressively shrinking them. Since
September 11, 2001, the author, a professor of warfare analysis, has been
advising the Office of the Secretary of Defense and giving this briefing
continually at the Pentagon and in the intelligence community. Now he
gives it to you.
