Nations which have the capacity to export unemployment and inflation will do so.
If they are not given the opportunity to do so then they will make the opportunity if it's in their ability.  At the same time,  the production of war materials as well as war efforts have long been organizing principles of society.  And in modern capitalist society they have been a socially acceptable form of social spending.  Of course, it would be nice to see our money spent on socially productive projects around the globe instead of socially destructive ones.
