The precursor to PNAC, the Defense Policy Guidance paper, was drafted under the auspices of Cheney's Defense Department in 1992 (in the first Bush administration). It called for the indefinite maintenance of US global preeminence and the containment of any potentially global challenger from emerging. This fact is cited early on in the _Rebuilding America's Defenses_ paper which is referred to here. Several of the writers and signatories of this paper, including VP Chief of staff Lewis Libby and Deputy Defense Secretary Paul Wolfowitz were recruited by the current administration.
