Colin Powell is certifying the Colombian Armed Forces as "meeting" the human rights requirements.
 
This is obviously part of the set up to involve the US in deeper military activity in South America. Already they have decreed that the "leftist guerillas" are "terrorists". Now they are certifying the armed forces as anti-terrorist, despite the fact that the armed forces have killed many more civilians than the "leftist guerillas."
 
The increasingly bold military moves by the US government exposes a weakness, as they can "no longer continue to rule the world in the old way" to paraphrase an old saying and now have to resort more and more to blatant military force. However, the plague of nationalism, from South America to South Asia continues to divert the hundreds of millions of angry oppressed people away from the struggle to eliminate the profit system, and instead into various struggles,sometimes heroic, that will lead back into the trap of capitalism with new leaders.  For now.
 
If it were easy, it wouldn't be called a "struggle."
