Two answers:

1.  The praise is summed up in the NY Times Article posted by Stremlin

2.  America's global percent of almost everyting economic has declined
since the 50s/60s.  Part is the reemergence of Europe after the war and the
other is the re-rise (Gunder's brilliant ReOrient book) of East Asian in
global production, and part is American decline by itself.
