If one defines "terrorism"="guerrilla warfare" and "counter-terrorism"="counter-guerrilla warfare", then there is plenty of historical material for studying the relationship between terrorism and world-system. Some terrorisms (guerrillas) appear to be between an ethnic group and a nation-state without a significant relationship to the world-system - e.g., Basque ETA versus Spain. Other terrorisms/guerrillas have a definite relationship to the world-system - e.g., the Algerian terrorism (guerrilla) (war of national liberation) 1954 - 62 was part of a world-systemic transformation (decolonization of the French, British, Portuguese, Dutch, Belgian empires). Still other terrorisms (guerrillas) are responses to the incipient formation of a world-system dictatorship - e.g., the Spanish guerrilla against Napoleon-France (approx. 1810) or the Serbian and Greek guerrilla against Hitler-Germany (approx. 1944). The present terrorism / counterterrorism (guerrilla / counterguerrilla) appears to be related to the globalization of recent decades and is, thus, not accidental, but rather integral to the world-system. Comparing the Ben Laden terrorism (recent) and the Begin terrorism of 1946, there are similarities of strategy - namely, striking at the symbols and facilities of global power (U.S. in one case, British in the other). In terms of world-system duree, the Jewish guerrillas picked a time when the hegemon was giving up its ghost, whereas the Saudi guerrillas picked an historical time when the hegemon is at its zenith of global power. The historical point within the duree (or "kairos", or timing within the world-system cycle) appears to be an important variable deciding over the success or failure of the guerrillas, or respectively, the failure or success of the counter-guerrillas. -- For a comparison with the current terrorism/counter-terrorism war, see, an interesting account of the Begin terrorism of 1946 and the British response, from an Israeli source online:
