global apartheid - latent to manifest
Hitherto global apartheid has been mostly latent. Recent events have made global apartheid more visible - from "latent" to "manifest", as sociologists would say. The Western White Rich Countries decided via article 5 of NATO to pull together and fight any terrorism directed against one or all members of NATO from the outside. Who lives outside of NATO territory?  The multiethnic, multiracial, multireligious, poorer, starving, underemployed majority of humanity (80% of all people).

Professor Falk, Princeton University, published two articles in the U.S. magazine "The Nation", in which he suggests what appears to be a two-phase response - a combination of short -term and long-term. In the short term, to conduct a "just war" against "international apocalyptic terrorism" (Nation 29 Oct 2001) and to "hold the line on terrorism" (ibid.). In the long term, a comprehensive reform of global politics, economics and society. Falk writes (Nation 08 Oct 2001):

 

   [start quote] "The attack on America was the tip of an
   iceberg, the submerged portions being the mass of humanity that is
   not sharing in the fruits of modernity, but finds itself under the
   heel of US economic, military, cultural and diplomatic power. To
   eliminate the visible tip of the iceberg of discontent and
   resentment may bring us a momentary catharsis, but it will at best
   create an illusion of victory. What must be done is to extend a
   commitment to the sacredness of life to the entire human family--in
   effect, joining in a collective effort to achieve what might be
   called 'humane globalization.' "[end quote]
