This proportion of 11 to 100 seems to be based on nominal US dollars. The more valid PPP valuation (purchasing power parity)is closer to 1 : 2 (i.e., Chinese GDP = 1/2 of US GDP) and the CIA Factbook 2000 writes about China:
 "a quadrupling of GDP since 1978. In 1999, . . ., China became the second largest economy in the world after the US"
